Pahang grants remission of property registration fee

AFTER receiving complaints, the Pahang government has agreed to grant remission of the ‘office fee’ charged upon registration of property dealings.

Mentri Besar Datuk Seri Wan Rosdy Wan Ismail said the state was always responsive to the people’s complaints, especially those considered reasonable, and thus approved the remission of the registration fees for title transfers and certificates of sale (auction purchases).

With the remission, he said the new rates would start with a RM100 fee for property valued at RM50,000 and below.

The other rates will be RM125 for property valued between RM50,000 and RM100,000; RM500 for property above RM100,000 to RM150,000; RM750 for above RM150,000 to RM250,000 and

RM1,000 for property above RM250,000 to RM300,000.

The public will be charged RM1,200 for property above RM300,000 to RM400,000;

RM2,500 for above RM400,000 to RM600,000; RM3,000 for above RM600,000 to RM750,000 and RM3,500 for above RM750,000 to RM1mil.

A fee of RM4,000 will be charged for property valued from above RM1mil to RM1.5mil; RM4,500 for above RM1.5mil to RM2mil; RM5,000 for above RM2mil to RM2.5mil; RM5,500 for above RM2.5mil to RM3mil and RM6,000 for property exceeding RM3mil.

The Pahang Bar recently expressed its dissatisfaction over the fee, calling it an exorbitant increase by the state government.

Its chairman Muthukumar Suya Kumanan pointed out that the rate was gazetted as 50% of the stamp duty payable which meant the registration fee would be RM22,000 for property exceeding RM1mil in value.

Wan Rosdy said the state also decided on a number of related matters such as charging the old rates for sale and purchase agreements with stamp duty closed before or on Jan 31,2021.

He added that refunds would be given to landowners who have already paid the excess registration fees.

Other than that, the registration fee for first-time home buyers would be RM100 only.

“For buyers of the PR1MA Pahang project, Rumah Makmur Pahang or other housing projects under the state, the implementation of the new land transfer registration fee is given a moratorium until Dec 31,2021, ” he said.

The state had also expanded the definition of gifts of affection between parents and children, spouses and siblings. A minimum fee of RM100 will be charged for this type of transfer.

“ I hope the remission and new fee rates can bring relief to all parties, ” said Wan Rosdy.
